Ask any maintenance manager which of their sites will be a problem after the next big event and they will name them without checking a file. The list is short, it is stable, and it is known.
That makes the choice between preparing and responding a real choice rather than a hypothetical one.
What preparation buys
Time to permit properly. Planned work goes through the normal process, which means a general permit rather than an emergency authorisation, no after-the-fact obligation, and no risk that the follow-up review requires removal of something already placed. See permitting in-water erosion work.
A better design. Work designed with survey, hydraulic data, and a scour evaluation is sized and extended correctly. Emergency work is designed from a probe and a photograph.
A lower installed cost. Planned work happens in the work window, in reasonable conditions, at a normal pace, with a mobilisation you scheduled. Emergency work happens whenever the event ends, in bad conditions, on overtime, with plant mobilised at short notice.
A choice of system. With time, every option is on the table. In an emergency the options narrow to what can be placed wet, quickly, with the plant that can reach the site.
Work done once. A properly designed, properly permitted repair does not have to be revisited. Emergency work frequently does — see can emergency work become permanent?.
No service loss. This is usually the largest number and the one least often counted. A road closed for three weeks after a washout has a cost to everyone who uses it, and that cost does not appear in the maintenance budget.
What response buys
Honestly: the asset, when preparation did not happen.
That is not nothing. An emergency repair that saves a bridge is worth what it costs. But it buys back something that was already yours, at a premium, with worse information and a worse design.
What preparation actually involves
It does not have to mean building the permanent works at every site on the list. There is a middle position.
Know the sites
Most agencies have this informally. Writing it down, with a baseline record for each — photographs, soundings, as-built elevations — turns institutional memory into something usable at 3am and something that establishes what changed.
Establish the permitting route in advance
Find out, in a quiet week, what the emergency provisions are at the Corps district, the state agency, and the wildlife agency, and who to call. Names and after-hours numbers. See emergency permitting.
Better still, permit the planned repair for the worst sites so it can be built in a window rather than an emergency.
Pre-position materials

Confirm access
Whether plant can reach the work at flood stage, which is not the same as whether it can reach it today.
Agree internal authority
Who can commit to emergency work, and up to what value, without waiting for a meeting.
Fix the worst site properly
If the list has five sites and one of them fails every second year, that one is not an emergency planning problem. It is a maintenance backlog item that is being funded through the emergency budget at a premium, one event at a time.
The economics nobody writes down
The comparison that usually settles it is not repair cost against repair cost. It is:
Planned repair, once, versus emergency repair, repeatedly, plus service loss, plus the eventual planned repair anyway.
A site that has been emergency-repaired three times has been paid for three times, at emergency rates, and still needs the permanent fix. Where the maintenance record shows that pattern, the case for planned work is already made — it is just being made in a budget line nobody is reading.

What can be done immediately before a forecast event
When something is coming and the site is not prepared:
- Move materials and plant to the sites on the list, before access deteriorates
- Take baseline photographs and soundings now, so you can show what changed
- Confirm the emergency contacts are current
- Check access routes are passable
- Brief the crew on what closure decisions they can make and who to call
