What an installation does to the water, the bed, and what lives in it.
Every in-water armor project changes the bed it sits on. Some of that change is the point, some of it is the trade, and a reviewer in a sensitive water will want both accounted for before construction rather than after.

Hard armor vs. a wall, environmentally
Permeable and sloped beats impermeable and vertical on most environmental criteria. Both are still hard armor, and neither is the soft option.
Brackish and estuarine conditions
Salinity accelerates corrosion, which is why wire systems struggle here. A polymer mesh has no wire, and the hydrolysis testing covers the water.
Construction turbidity control
The receptor is a few feet away. Turbidity limits usually arrive through the state water quality certification, not the stormwater permit, and they bind.
Monitoring for environmental compliance
Permit conditions generally require monitoring during construction and sometimes for years after. It is also the only route to habitat evidence anybody actually has.
Choosing acceptable fill stone
The fill goes into the water, so it has to be acceptable to the water as well as to the engineering. Four questions, and one material to rule out outright.

Bank armor rarely blocks passage. Grade control, weirs, and anything that creates a drop can, and that is a design question rather than a product one.
How permeable armor changes drainage
Water in a bank has to get out. An impermeable face traps it and builds pressure behind itself; a permeable one lets the bank drain as it did before.
Sediment transport in an armored reach
Armoring a bank removes it from the river's sediment budget. On a short reach that is negligible; over a long one it can drive the bed down.
What colonises an installation
Sediment fills the voids, plants take the margins, and marine growth covers the mesh. All of it is observed rather than measured, and this page says so.
Working in designated critical habitat
Designated critical habitat is mapped, and work inside it draws a harder analysis. It is not a prohibition, but it changes the process and the schedule.
