In a flood response, the two longest lead items are usually getting the product and getting heavy material to the site.
Pre-positioning removes both. Empty bags stored at a yard, filled with stone sourced locally when needed, means the response starts with mobilising plant rather than raising a purchase order.
Why empty stock works
Bags ship and store empty. That has three consequences that make them well suited to holding in reserve:
They take little space. Empty units are compact relative to what they become.
They are light to move. Getting stock to a site is a light-vehicle job, not a haulage operation.
The heavy component is sourced at the point of use. Fill stone comes from a local supply near the work, so the mass never travels far.
Compare with holding an equivalent quantity of graded armor stone in reserve: it occupies a yard, it has to be hauled to whichever site needs it, and the haul is the slow part.
What to hold
Sizes matched to your sites. Look at the list of sites that fail and what each would need. Most agencies find one or two sizes cover the majority. Holding a spread of every size is usually over-provisioning.
Enough for the first response, not the whole repair. The objective is to arrest the progression in the first days. The full permanent repair can be ordered once the emergency is contained. Sizing the stock at “enough to stop it getting worse at the worst likely site” is a more realistic basis than “enough to finish.”
Rigging and lifting equipment compatible with the units and with the plant that will lift them. Stock that arrives without the means to lift it is not response-ready.
The right quantity is a conversation about your specific sites rather than a number that generalises. Send the site list through the quote form and it can be worked out against real geometry.
Storage conditions that matter
The one that matters most: keep it out of sunlight.
Ultraviolet exposure is the primary degradation mechanism for the mesh above water. Stock held in the open, in the sun, for years is being aged before it is used.
Practically:
- Store under cover, in a shed, container, or under opaque sheeting
- Off the ground, dry, on pallets
- Away from sharp objects, chemicals, and fuels
- Rotate the stock. Use the oldest first, and replace what you use rather than letting a reserve age indefinitely

What has to exist alongside the stock
Stock on its own is not preparedness. Five things have to go with it.
1. A confirmed fill stone source
The whole model depends on stone being available near the site when needed. Confirm in advance:
- Which quarry or supplier, for each site on the list
- What gradation they can supply
- Whether they can deliver at short notice, including out of hours
- Whether they will be operating and reachable during a regional flood event
That last point is the one people miss. A supplier whose access road floods at the same time your site does is not an emergency source.
2. Plant that can reach the work
Confirmed for flood conditions, not for a dry site visit. Reach, capacity, and a stable standing position.
3. Known access routes
Including the alternatives, because the primary route to a flooded site is frequently the thing that flooded.
4. The permitting position, established
Who to call for emergency authorisation at each agency, with after-hours numbers. See emergency permitting.
5. Internal authority
Who can commit to deploying the stock and engaging plant, and up to what value, without a meeting.
Where to hold it
At the maintenance yard serving the sites, rather than centrally, if the sites are geographically spread. Central storage means the stock travels during the event.
Above the flood level. A yard that floods holds stock you cannot reach.
Where the plant is, so mobilisation is one movement rather than two.
The register
A short document, kept current, that says:
- What is held, what size, how many, and when it was acquired
- Where it is
- What condition it is in and when it was last checked
- What plant and rigging is available
- The confirmed stone source for each site, with contacts
- Emergency agency contacts
- Who has authority to deploy
Reviewed annually and before each season. The value of the register is that it is readable by someone who was not involved in setting it up, at a time when the person who was is unreachable.
The honest caveat
Pre-positioning shortens response. It does not make an emergency into a good outcome, and it is not a substitute for fixing the site that fails every second year.
