Post-installation inspection

The initial inspection is usually treated as a formality at the end of the job. It is the most valuable record the installation will ever have, and it costs almost nothing to do properly at the point when the crew and the plant are still there.

Why it matters more than the ones after it

Every later inspection asks the same question: has anything changed?

That question has no answer without a baseline. A layer that has settled six inches uniformly looks exactly as installed. Units that have moved slightly look like units. A toe that is a foot lower than it was looks like a toe.

The initial inspection is the thing that makes all of that detectable.

The bank covers what information should be recorded during the initial post-installation inspection, and it is worth working through that list rather than signing a completion certificate.

What to record

Level survey. The item that matters most. Elevations across the installation, at defined points that can be re-occupied. Toe, crest, and a grid or set of sections across the face.

Without this, uniform settlement is invisible for the life of the asset.

Extents. Where the protection starts and stops, in plan. Both flanks, the toe line, the crest line.

Terminations. How each of the four was detailed and where it is. Five years on, an inspector finding a step at the end of a run needs to know whether that is the designed termination or the start of a flank failure. See transitions and terminations.

Quantities. Units placed, by size, by area.

Photographs from fixed positions, recorded so they can be repeated. Consistent viewpoints make change obvious in a way that varied ones do not.

Conditions at the time. Water level, date, weather. A photograph at high water and one at low water show different things.

Deviations from design. What was built differently from what was drawn, and why. This is the most useful and least recorded item.

Settlement, and what is normal

The bank asks what amount of settlement is considered normal after installation, and it is worth getting an answer for your size and arrangement rather than assuming.

Some settlement is expected. Units bed in, the bed adjusts, and the layer finds its position. The layout should have allowed for it — see layouts, single, stacked and keyed.

The distinction that matters is between bedding-in over the first months and progressive settlement that continues. The first is normal. The second means material is going from underneath, which is winnowing, and it will not stop on its own. See why scour protection fails.

You can only tell them apart with a datum and a second survey.

Timing

At completion, for the baseline.

After the first significant event, whenever that is. The bank covers how soon the system should be inspected after a flood, storm, or major vessel event, and the answer is soon rather than at the next scheduled cycle. See post-flood scour inspection.

Periodically thereafter, against the datum.

What later inspections look for

Set out in what failure actually looks like, and in inspection order:

  1. Level against the baseline
  2. The perimeter, for lowering just outside the armor
  3. The toe, at low water
  4. The flanks
  5. Behind and above the crest
  6. The face, for displaced units and mesh damage
  7. Beyond the protection, for the problem having moved

The bank also covers which signs indicate a unit has moved or lost support, and what inspection methods work below the waterline when visibility is limited.

Vegetation and sediment

The bank raises something that catches people out: how accumulated sediment and established vegetation affect future inspections.

Over years an installation fills with sediment and grows over. That is usually good — it is colonisation, it adds mass, and on a vegetated section it is the design intent. See living shorelines and where armor fits.

It also makes the armor progressively harder to see and to survey. Which is another argument for the baseline: once it is buried and green, the record is the only way to know what is under there.

Debris

The bank covers when branches, fishing line, and other trapped debris should be removed. Accumulated debris changes local hydraulics and can damage the mesh, and it is a routine maintenance item rather than a defect.

Handover

If you are the client, ask for and keep:

  • The as-built with elevations
  • The baseline level survey and its reference points
  • Photographs with their positions
  • Quantities and unit sizes placed
  • Deviations from design
  • The inspection and maintenance expectation, in writing

That package is what makes the asset manageable. Without it, the next person to look at this installation is starting from nothing.
