Scour critical: what the rating means

“Scour critical” reads like an emergency to anyone meeting it for the first time, and like paperwork to anyone who deals with a large inventory. The accurate reading is in between, and the difference matters when you are deciding what to fund.

What the rating is

In the US, bridges over water carry a scour rating in the National Bridge Inventory, recorded under Item 113. It is a coded assessment of the structure’s vulnerability to scour, assigned from a scour evaluation of the kind described in how to read a scour evaluation.

The coding runs on a numeric scale where lower values indicate greater vulnerability. Broadly:

  • The lower codes indicate the bridge is scour critical — the evaluation found that computed scour under the design event reaches or passes the foundation. Within that band, the lowest values indicate a structure that has already experienced scour and requires immediate action or closure.
  • The middle and upper codes indicate foundations determined to be stable for the computed scour condition, with the upper end covering structures where scour is not a concern at all.
  • Separate letter codes cover cases the numeric scale does not fit: foundations of unknown depth, tidal waterways not yet evaluated, and bridges not over a waterway.

The precise definition of each code is set out in FHWA’s coding guidance, and your state’s bridge office applies it. What matters operationally is the band, not the digit.

What it does not mean

It does not mean the bridge is unsafe today. The evaluation is a prediction under a design flood, not a statement about current condition. A scour critical bridge in normal conditions is carrying traffic safely.

It does not mean scour has occurred. For most scour critical bridges, it has not. The rating says what is predicted to happen in the design event.

It does not mean the bridge is about to be closed. Closure is reserved for structures where scour has actually compromised the foundation.

It is not permanent. Ratings are revised when a foundation is investigated, countermeasures are installed, or the evaluation is redone with better data.

What it does mean

A plan of action is required. This is the substantive consequence. A scour critical bridge must have a documented plan setting out how the risk is managed, and it generally covers:

  • Monitoring — what is inspected, how often, and by what method
  • Flood response — what happens during and after a high-water event, including inspection triggers at defined stages
  • Closure criteria — the conditions under which the bridge is closed, and who decides
  • Countermeasures — what is planned, and when
  • Responsibilities — who does each of the above

The plan is the thing that actually protects the public. A bridge with a good plan being followed is in better shape than one with a marginally better rating and nobody watching it.

The unknown-foundation category

Worth separating out, because it is common on older structures and easy to misread.

A bridge coded for unknown foundations is not one where scour was computed and found to be a problem. It is one where the computation could not be completed because nobody knows how deep the foundation goes. As-built records are missing, or the structure predates them.

That is a different situation from scour critical:

  • The bridge may be entirely fine, with foundations well below any credible scour
  • Or it may be seriously exposed
  • Nobody knows which

Two routes out. Investigate the foundation — non-destructive testing, borings, or excavation to establish the depth — after which the bridge gets a real evaluation and usually a better rating. Or manage it as vulnerable, with a plan of action, indefinitely.

Foundation investigation is often the cheaper long-run answer, because a substantial fraction of unknown-foundation bridges turn out to be adequate, and the ones that do not are exactly the ones you want to find before an event.

What happens next, in practice

Monitoring. Periodic soundings, underwater inspection, or fixed instruments. Cheapest, and appropriate where the risk is being managed rather than removed. Not a fix, and it stops working the moment nobody does it.

Countermeasures. Armor, flow-altering measures, or both. Covered in the scour countermeasure families. Installing them can improve the rating, and the improvement is usually conditional on the countermeasure being inspected and maintained.

Foundation work. Underpinning or extending foundations below the computed scour depth. Robust, expensive, and rare as a retrofit.

Replacement. Where the structure is at the end of its life anyway, scour vulnerability becomes one input to a replacement decision rather than a problem to solve on its own.

Closure. Reserved for structures where scour has actually compromised the foundation, or where an event has exceeded the plan’s criteria.

If you have just been handed a scour critical bridge

  1. Read the evaluation, and specifically find the margin and the assumptions — how to read a scour evaluation.
  2. Find out whether a plan of action exists and whether anyone is following it. This is the most common gap.
  3. Establish the current bed condition by survey. The evaluation is a prediction; soundings are a measurement.
  4. Check whether existing countermeasures are performing. Armor installed years ago and never inspected is an assumption, not a protection.
  5. Find out if the foundation depth is actually known, or assumed.
  6. Ask what would change the rating. Sometimes it is a foundation investigation rather than construction.
