In an active flood, both products get requested, often by the same people on the same day, and they are not alternatives to one another. They address two different failures that happen to occur in the same weather.
Getting this wrong costs the response window, which is the one resource an emergency does not give you more of.
The two failures
Water is going somewhere it should not. It is overtopping a levee, coming over a bank into a property, running down a street toward a building, rising against a doorway. The requirement is a barrier: something that holds water back or redirects it.
That is sandbags. Also flood boxes, water-filled barriers, and sheeting. The job is containment.
Water is taking the ground away. A bridge abutment is losing its foundation, a road embankment is washing out, a culvert outfall has blown a hole back toward the structure, a bank is failing under a utility. The requirement is armor: something heavy and stable enough to stop the flow lifting material.
That is rock bags. The job is resisting hydraulic attack.
A sandbag wall does nothing for the second problem. Sandbags are light, they are filled with exactly the material the flow is already carrying away, and placed into moving water at flood velocity they go downstream. They were never designed for it.
How to tell which one you have
Within the first few minutes on site:
Look at where the water is relative to where it should be. If the issue is that water is present somewhere it should not be, that is containment. If the issue is that ground is absent where it should be, that is scour.
Look for a hole. A depression at an abutment, below an outlet, at a bank toe, at the end of a wingwall. Holes mean armor.
Look at what is in the water. If it is running heavy with the bank’s own material, it is transporting your ground and armor is the answer.
Ask what fails if nothing is done. Property flooding points to containment. Structural loss — a bridge, a road, a pipeline, a wall — points to armor.
Plenty of sites have both. A road embankment that is scouring on the channel side while water threatens property on the other needs both treatments, and they go in different places for different reasons.
What each one physically does
Sandbags work by weight and by conforming to each other to form a reasonably tight barrier. They are hand-portable, which is their real advantage: a volunteer crew can place thousands of them where no plant can reach. They are also cheap, stockpiled everywhere, and familiar.
Their limits are the same properties. Light units are only stable in still or slow water. Fine fill is vulnerable to the flow if the bag is breached. A sandbag wall is a temporary measure with a short design life, and everyone treating it as one is using it correctly.
Rock bags work as armor units. The mesh contains graded stone larger than the aperture, so the unit rather than the individual stone is the element resisting the flow. They are placed by plant — excavator, crane, or loader — because they are not hand-portable at any useful size.

The practical constraints during an event
Sandbags need people. Lots of them, filling and placing by hand, which is why sandbag operations are organised around volunteer or crew mobilisation.
Rock bags need plant and access. An excavator has to reach the work, and there has to be somewhere to source and stage fill stone. Where a maintenance yard already holds both bags and rock, response is a mobilisation rather than a procurement.

What can be done before the water arrives
More than most people assume, and it is cheaper than working during an event:
- Identify the sites that always fail. Most agencies know exactly which three crossings and two embankments are the problem.
- Pre-position bags and confirm a fill stone source near them.
- Establish the access route and confirm plant can reach the work at flood stage, which is not the same as reaching it now.
- Resolve the permitting position in advance. Emergency authorisations exist; knowing which applies and who to call is faster than discovering it at 3am.
- Photograph the baseline condition. It supports both the repair decision and any reimbursement claim later.
After the water drops
The failures diverge again here.
Sandbag barriers come out. They were temporary, the fill degrades, and they are not a permanent structure.
Emergency armor may be able to stay. Whether it can depends on whether what went in during the event matches what a permanent design would specify, and on the permitting position for work done under emergency authorisation. That question is worth asking early, because it changes what you place during the event. Armor installed with the permanent case in mind is often the same work; armor installed purely as a stopgap sometimes has to come out and be done again.
